tracker configurator - how does it works?

I have some questions about one of your proposed application.
You have the tool that helps to configure GPS tracking devices - GPS trackers.
Recently I bought a GPS tracking device manufactured by Ruptela.
But as I see in description there is no such manufacturer configuration instructions, is it true?
